This is quote is saying that now matter what your grades are your character will always be more important than how smart you are. This is true because what good is being smart if you are a ctw person. As an example if you are a parent and you have a child what would be more important to you how smart the child is or how much character the child how. I assume character because you want you child to value certain things even if he is no the smartest child he should be ctr child.
